Thomas Township is an authorized U.S. Government Passport Acceptance Facility. Applications are accepted, Monday through Friday from 9:00 am to 11:00 am and 2:00 pm to 3:30 pm at the Thomas Township Municipal Building located at 249 North Miller, Saginaw, MI 48609.
Please note that our services are available By Appointment Only. An appointment needs to be made for each applicant. To book your passport appointment, click on the appropriate age link below. All forms, payments, copies, and persons must be present to avoid rescheduling. Thomas Township does not offer photo services.

We will execute your completed passport application and forward it to the U.S. Department of State for an issuance determination. Only the U.S. Department of State can make an issuance determination. Please refer to the checklist that applies to you before making an appointment.

Who can apply at this facility?
- New applicants (applicants of any age).
- Applicants under age 16 (new and renewal).
- Applicants over 16 who are renewing a 5-year validity passport (passport issued when the applicant was under 16).
- Applicants who are renewing a passport issued more than 15 years ago.
Applicants seeking to renew a 10-year validity passport issued less than 15 years ago click here for instructions to renew your passport by mail using the DS-82 form. Please do not make an appointment. Thomas Township cannot process renewals utilizing DS-82.
Upon booking your passport application, you will receive an automated email describing what you must bring. Thomas Township does not offer photo services. Please be sure to get a passport-approved photo of yourself to avoid rescheduling. Reminder emails and/or texts will be sent one day before the appointment and again 3 hours before the appointment. Please bring all items listed in the email. Failure to bring all items listed will result in having to reschedule your appointment for a later date.
The current turnaround time on passports and passport cards is approximately 4 to 6 weeks from the day the application is received at a passport agency or center.
